Development Economics Director

James heads up the national Development Economics team and is responsible for making the economic case for development.

At site search, land promotion, planning application and appeal stages, he leads on the production of development need, social value, impact analysis and strategies to maximise local value added.

His experience spans a diverse range of development proposals, including industrial and logistics, low carbon and renewable energy, specialist housing and new settlements, bringing into play an equally broad range of analytical techniques. These include appraisal and impact assessment methods and valuing the benefits of key development outcomes, for example natural capital, reduced emissions, health, and wellbeing. James also regularly participates in Local Plan examinations and as an expert witness at S78 planning appeals.

James drives our partnership with Contact Consulting, ensuring our Development Economics team take the lead on specialist housing need instructions within the Later Living sector for both firms, and will replace Nigel Appleton in his Expert Witness role. 

James is a Member of the Institute of Economic Development.
